The linked article talks my language. It is by a highly respected financial writer and show how tariffs in themselves, are an inadequate response because of the sheer size of the U.S. economy that can absorb them. I don't quite agree with that because although they may not move the needle much on America's GDP, they will hurt many voters and create a political backlash against Trump.
However, the important effect that is needed is to do quick harm to the economy and force Trump to cry 'uncle.' Canada has the means to do far more damage to the USA than thee reverse. The article sets out how it can be done quickly.
Quickly is important because it avoids permanent harm and could bring an end to trade wars in a hurry.
