How did these two guys slip through ICE agents' fingers?

Fernando Mendoza is the Indiana Hoosiers quarterback. Mario Manuel Cristobal is the head football coach for the University of Miami. Both will take part in the National College Football championship game in Miami tonight.
ICE hasn't deported or detained them. Reportedly ICE hasn't even stopped them and demanded that they show their citizenship papers. Well, there is still time before the game starts and the players take the field.
I don't have anything against Mendoza or Cristobal (maybe they are fine people), but if Native American tribal members, other US-born and naturalized citizens are being detained by ICE how are those two running around loose?
